Governor's House Program

Affordable Home Ownership

In 1996, the Governor’s House program was created as a way to provide reasonably sized, affordable homes to income-qualified individuals and families.

More than 3,600 Governor's Houses have been sold in South Dakota.

Purchase price

TWO BEDROOM:

  • $62,800 +sales tax

THREE BEDROOM:

  • $75,200 +sales tax

Price includes delivery and placement of house and are subject to change.

Home Owners Responsibilities

  • Provide the lot
  • Purchase the building permit
  • Provide the foundation
  • Utility hookups and fees
  • Floor coverings and appliances


*Financing: It is the responsibility of the purchaser to seek financing options; we do NOT provide direct financing. Most banks are aware of the Governor's House Program and will be able to help you with financing.

Governor's House Features

  • 24' x 42' home - 1,008 sq. ft. (Two-Bedroom House)
  • 24' x 50' home - 1,200 sq. ft. (Three-Bedroom House)
  • 2" X 6" exterior wall construction with R21 Batt insulation + R7.5 1-1/2" foam = R28.5 insulation
  • R-60 blown in fiberglass insulation in the attic
  • Vinyl traditional lap D-4 siding
  • Vinyl windows with insulated glass
  • Onyx stained, shaker style, poplar kitchen and bathroom cabinets (NEW look)
  • Choice of an electric forced air or gas forced air furnace
  • Air-Source Heat Pump to provide primary cooling and secondary heating. Unit is a 2-ton unit rated at 15 SEER/8.5 HSPF
  • Electric hot water heater
  • 1/2" sheet-rock on all interior walls; 5/8" sheet-rock on ceilings
  • All walls are taped, textured and painted

GOVERNOR's house program

Income Guidelines

  • For individuals and couples, household income cannot exceed $59,780.00. For families of three or more, household income cannot exceed $68,320.00.
  • For individuals and families under the age of 62, net worth must be less than $125,000 and less than $105,000,000 in liquid assets.
  • For individuals and families age 62 and older, net worth must be less than$250,000 and less than $140,000 in liquid assets. 
  • The house must be placed within South Dakota, be used as the home buyer's only residence, and be owned by the individual(s) living in the home.
  • The current lead time for a Governor's House is 30-36 months.

    Additional Governor's house PROGRAMMING

    NEW: DAKOTAPLEX Program:

    •  This program was developed help answer the need for more affordable housing options. These units are designed to be butted together to create duplex, triplex,or Quad-plex with 1,2 or 3 bed units. These units were designed based on the Governor's House so have many of the same features. The Dakotaplex must be placed in qualifying communities. For more information visit SDHDA.

    BUILDERS AND DEVELOPERS:

    • Both non-profit developers and builders and for-profit developers and builders may purchase houses to resell to qualified buyers. (For-profit developers and builders must be members of the South Dakota Home Builders Association.)
    • Governor's houses may be purchased for rental use only under financing programs that (i) require long term affordable rent limits targeting low-income families and (ii) have ongoing federal or state compliance requirements and monitoring.

    SCHOOL DISTRICTS:

    • May purchase houses under following terms: (i) house must be used to provide housing to teachers and other school district employees in rural community, as defined by most recent U.S. Census (currently 2,500 or less); (ii) house and property on which located must be owned by school district; and (iii) house may not be resold unless written waiver is received from SDHDA.  

    Governor's Daycare Facility

    • The Governor's Daycare Facility has helped relieve childcare problems by enabling families to access daycare alternatives they so desperately need to continue to work and live in the community of their choice.   The Governor's Daycare has given communities new facilities from which to build better neighborhoods and needed daycare's to care for their children. The Facility is an affordable, energy efficient, low maintenance building keeping the facility affordable. For more details visit SDHDA below.
